Council funds to go to medical service organizations in rural areas may be needed to provide some basic treatment, but they are largely paid for by the counties and school districts that pay for them.

The bill will be referred to House Health and Human Services Committee Chairman Tom Price, R-Ga., who said in a statement, "The cuts to Medicaid funding go far beyond this. This plan is a slap in the face to thousands of Americans and will put hundreds of thousands of families on an unsustainable trajectory."

Pakistani army chief Gen Raheel Sharif condemned "the terrorists who carried out the cowardly attack in Karachi today".

Killing victims of the worst attack on Indian soil since the 1990s, a strike by four Pakistan army jawans killed 17 people, including five Indian citizens, near the Babri Masjid on Monday as Indian and Pakistani military operations were still at a standstill, state-run Pakistan media reported.

An Indian national worker was killed and at least two of his attackers are in custody.

The dead man and his attackers were injured in the attack in a busy area of the area on the outskirts of the city on a road leading to Parliament. They were being treated for wounds in various hospitals, police officials said.

Terrified bystanders called for immediate action to rescue the injured Indian workers.

The explosion sent thick black smoke into the sky and the army was deployed at a sprawling operation room outside the venue where the blast took place.

"The bomb blast has left most of the area in lockdown," said Major General Qasim Afridi, who heads a military police brigade guarding the entrance to the main road leading out of the city.

The army will deploy forces to the site "very soon" and will also deploy more soldiers at the nearby BSF area as security has been strengthened, the army official said.

Mediation defuses wadeye standoff in Hawaii (AFP)

In a major escalation, officials in the south of Thailand on Monday night arrested the commanding officer of a military unit, whose leader and several of his officers were killed by militants in 2009.

The commander of a counter-insurgency unit of the South Pacific island nation of Nakhon Pathit was also held after a standoff ended with three attackers on Monday.

In the past several weeks, Thai and other security forces have fought to retake villages from the Maute and other radical Islamist insurgents, but they have often been overwhelmed.

Security experts said Maute, which emerged as a small, splinter group of several dozen insurgents between March and September 2013, had expanded rapidly and trained heavily in places such as eastern Indonesia.

The army in 2011 seized dozens of villages, many of which became known as "ghost towns" because the government had not officially closed them.

But as they tried to reclaim the villages, Maute militants repeatedly ambushed troops and killed scores.

Maute's insurgency is thought to have been fueled in part by widespread disillusionment with Thai military rule and the government's failure to keep a lid on rising crime.

A series of attacks targeting government-controlled territory in recent years has helped fuel the insurgency.

Some 60 military-backed insurgents have now been identified as missing following a series of deadly bomb attacks on government vehicles in the north, including at a provincial government office in Bangkok on Friday and a police camp in Nakhon Chabha province on Sunday.

The Maute insurgency, which the government refers to as the army's enemy, has come under renewed threat in recent weeks.

Nakhon Chabha, a vast border province near the Cambodian border, is a hotbed for anti-government sentiment.

But police in Nakhon Chabha say they are prepared for a "big confrontation" with Maute, which has claimed the lives of more than 150 of the militants since mid-February.

At least 11 civilians were killed in Monday's attack on a local restaurant.

"We have sent some of our security forces to Nakhon Pathit to prevent any clashes. Our counter-terrorism forces are carrying out operations to eliminate the threat from Maute," spokesman Jeevthan Sioniwong said.

The Nakhon Chabha provincial governor said there were "many" Maute militants waiting for their targets around the village where they killed the police chief and other village officers on Monday.

Maute, which has declared an armed campaign against Thailand, has seized land around Bangkok in recent months.

Eagles interstate woes continue with 19 point loss to magpies

Posted

The interstate race in Queensland, which has been plagued by problems of riders falling or crashing with the drivers overtaking them, will be cancelled at Christmas because of high levels of snow.

The State Government has announced it will no longer take its current drivers to the interstate race because of riders, who complain it is too difficult to pass through the blizzard.

The team told ABC Radio Australia the riders have stopped going on some races, which meant riders weren't allowed to go through to the weekend round.

But it said if people chose to continue, they were given the option to attend the interstate race in the Sydney CBD or join their team from Australia.

"There are a number of reasons for this decision that were laid out on stage two in the weekend session that we had this meeting with the NSW Labor Party and the Victorian Labor Party," Queensland Transport Minister Rob Oakeshott said.

"We've got some people who have taken a great deal of pain and pain, but they have found a solution that is reasonable and they are prepared to accept the risks involved."

The Government is considering making some minor adjustments to the course on race day and at one point was also considering changing the race format so drivers could be flown with the team instead of having to leave Sydney from home.

Mr Oakeshott said the decision would mean the only way for drivers to go and get some sleep would be by train or car at 4:30am.

"I think we're going to be in a better position than we are currently," he said.

"I think we've got some very constructive input that the drivers and I had on the issue.

"I've got to take this into account that when you hear about this problem where there's an issue with the riders, you think a little bit more in terms of the solution, we're not going to just say no... but in some circumstances we may have to consider a solution.

"We'll have to look at all the circumstances then."
